Since a major national policy of restricting population increase was adopted and the family planning began to be put into practice, the rate of population increase has been kept down to 1.57%per year. But 600,000 people are still increasing every year. Thus population growth accelerates the shortage of resources such as food and energy, deteriorates the housing problem, and leads to the shortage of public facilities like schools. As a result, a severe burden is imposed on our efforts to develop the national economy and to raise the level of living. The practice of the family planning is essential to the removal of the negative factors affecting our society. The family planning is necessarily a most effective measure to restrict population increase. It is not just desirable but essential that the planning be promoted through the education of the public with regard to the present situation and prospect of the Korean population, ways to vitalize the family planning, devices to socially support the family with a small number of children, the exclusion of the idea of preferring sons to daughters. In order to make the family planning go on smoothly, not only the Ministries of the government must positively take part in the promotion of the planning. Therefore, all social groups including business and industrial organizations must go on with the family planning as a national movement. Compared with the advanced countries in America and Europe, our country is far backward in effecting the population restriction policy. Along with the populattion restriction policy, it is desirable to make every effort to reform the consciousness of the public concerning the restriction of the population growth on a nation-wide level.
